Sets the patched version to 3.39.25. The advisory currently ends at last_affected 3.38.1, but the vulnerability persisted past that release. Fix PR #19109 (commit 93db778) requires builder access for group listing (RBAC on GET /api/global/groups); it first appears in tag 3.39.25 and is absent from the preceding release 3.39.24, which still contains the vulnerable code. Releases 3.38.2 through 3.39.24 are therefore also affected, so replacing last_affected 3.38.1 with fixed 3.39.25 captures the full range.
